Default Exam5: Krakowski Exhibit 3

Page307, Exhibit3, Column(2)'s last entry:

C/W 1990-2000 Damage ratio=0.734

My question is whether this 0.734 figure is given? or found via applying the weights from the entries of column(1) to (2)?

If 2nd method is used, the answer doesn't match the 0.734 figure.
Many Thanks for your time!
