Default Protecting Ranges of Cells in Excel

I am putting together a new rating worksheet for our underwriters. I only want them to be able to edit certain ranges of cells in the worksheet so that they can input the necessary information but can't accidentally mangle the rating calculation. The Excel Tool-Protection menu has a choice for this (allow users to edit ranges) but it doesn't seem to be working. Any suggestions?

Before you protect the sheet, make sure you format the cells as "Locked" in the Protection tab of the Cell Properties form. Conversely, you need to uncheck the "Locked" box for those cells where the user is permitted to enter data.

Also easier than locking/unlocking cells one at a time, you can highlight a range just like you would in formatting any group of cells and lock/unlock them before protecting the sheet.
