No, he didn't. He had to wait for the stock market to tank, millions of jobs to be lost and the military to become overstretched first. So he's only had about 2.5 years.

Well, since Bush is the first president since Herbert Hoover to see the number of jobs decline on his watch, it must go back more than 40 years if it's not new.
