Could be that some of the 30% moved and their old carrier didn't cover them anymore.

Could be that the person switched AND increased coverage (higher limits, lower deductible, etc) at the same time.
Switched to a more expensive carrier with better claims service. And, already mentioned many times, forced due to a move of cancellation of coverage. Switched to a carrier that was more expensive than their LAST policy, but not more than their renewal would have been?
