Default What happened in fall 2003?

Here is an excerpt from the CAS site:

Exams #3 taken :
fall 2002: 1765
spring 2003: 2077
fall 2003: 231
spring 2004: 364

Change from spring03 to fall03 is 9 times less!

What was the reason for such change?

Fall 2003 is when CAS started offering it's own course 3. Prior to that the numbers are for the course 3 that was offered jointly by SOA and CAS.
