This is why I will never understand the Israeli Palestinian dispute. From recent news clip about violence in Israel:
"Around 400 Jewish settlers live in a heavily-guarded compound in the centre of Hebron, surrounded by 120,000 Palestinians."

I think it might have something to do with the rather generous subsidies the government provides to these settlers. I don't know if that applies to the particular area you mentioned.
