What is the answer supposed to be? 1:30 PM or 1.5 hours?

Try:

((60*hour(A1)+minute(A1))-(60*hour(B1)+minute(B1)))/60

where A1 = 8:30 PM and B1 = 7:00 PM

d13-d14 should work just fine. But the answer will be in terms of days. So try modifying it to:
24*(d13-d14) and you should get the result you're hoping for.

Edit: just tested and confirmed for Excel 2000
