My understanding is that is what the national guard was for...to skirt that little loophole in the law of the land.

Maybe it's the way the article is written, but I HOPE Bush's priority in this case is stockpiling vaccines/medications, not increasing the role of the military.
One would hope that the first goal would be to prevent the need to use the military. Regardless, I'm relieved to see this is on his radar. |
