Just My Opinion (Although this statement is my opinion, and I am an actuary, it's still not a statement of actuarial opinion, and you really shouldn't rely on it.)

How about a signed legal document stating that you had no plans to travel outside of the country? Like a life application and policy.

Wouldn't it be the insurance company's requirement to prove that you did plan to travel to Isreal if they were going to contest a claim on that basis.

Yes, but if the claim were large enough, I suppose the ins co would want to see when the plane tickets were purchased that got you there at least. Also an extensive past travel history to a certain place would seem to indicate a desire to return. But this is the kind of thing the lawyers hash out.
