I'm actually ok with what they did for Arkham City. Without the Catwoman DLC, the game has 1000 achievement points. So, they just gave away free DLC (and achievements) to people who bought the game new (or used from Gamestop). You could say you're getting Arkham City for $50 (a heck of a deal, IMO) and paying $10 for the DLC. I believe that Arkham City sans Catwoman is a complete game.
I would love if Gears of War 3 had included a free code for the first DLC. In a way, Gears of War 3 is charging $20 (depending on price of 2nd DLC) for the amount of content that Arkham City is giving away. Gears 3 has some disc-locked content that you have to pay for and then is coming out with their first real DLC later.
I get that games are going to have DLC more and more frequently. I'm all for companies giving buyers of the new game the first DLC free. I prefer that to EA's Online Sports pass. That's taking away a feature that's included in the game unless you buy it new.

I think the first gears DLC is already loaded onto the disk and you just download a small file when you purchase it to unlock the content. I am more annoyed with this than content added after release.

They've been advertising Catwoman stuff all this time promoting the game at trade shows and whatnot. Then like a week before the release of the game, they announce her content is going to be part of their "anti-trade-in" hook.
It was left off the disk so it's a download, and a "free code" is included with new copies. If you buy it used and/or don't have a copy, it's $10 to download. I understand that for most people it won't be an issue (as they'll buy it new), but knowing they purposefully left something off the disk is kinda slimy imo.

I disagree with it being slimy. To me, slimy is putting something on the disc and charging you to be able to unlock it (not like the Zynga model where you can pay to unlock it early, but like Gears of War 3 where you have to pay to unlock it). If I buy or rent the disc, I should be able to access EVERYTHING on that disc. Disc-locked Content is a slimy tactic.
