I am consufed by the all 10 answer. In feldblum paper page 21, he said the proportional reinsurance report the claim counts in the same way as intercopany poling arrangements. So should the answer for questin D be "
upstate should report 40% os the claim counts?

Footnote 23 in the paper says that the prior version of the paper (written 1996 and effective for 1999 exam) recommended that proportional reinsurance show all claim counts. The issue is now resolved where proportional reinsurance reports the same as intercompany pooling.
