On a Sunday morning in a quiet residential neighborhood, what is an appropriate time to start hammering and using a power saw outdoors in your driveway?

I voted 9. But if they're hired construction workers, they can start at 6.
I'd suggest kicking off one of these decade long tit-for-tat neighbour fights. |

On Sunday I would say 9 on Saturday I would have voted 7.

If you were a good neighbor you would have sprang out of bed and walked over to help ... SHOVE THAT SAW UP HIS REAR! ... so all of your other neighbors could get a little more shuteye.
But that's only if you were a good neighbor. Actually, I take that back - you should of gotten up and gone to church, you old sinner.

I do think the answer to this depends somewhat on the nature of the project and the climate, particularly in the summer.
For example, if you're doing roofing work in Arizona, it's going to get pretty hot as the day develops. You might need to start earlier in the morning so you aren't working under the blazing midday sun. Whereas if you're just slicing some lumber in a shady New England glen, there's not the same urgency to start early. I'd be a bit more understanding of the first neighbor starting early than the second. Still, I agree that 7 a.m. is out of bounds. I voted 9:30, though it is subject to adjustment for project and area factors.
