If by "clean" you mean "not sweaty from being worn the day before", then yeah, the clean underwear would be more important. But if "clean" means "not coated in blueberry jam", ooooooh I might have to change my answer.

This is gross, but I guess I'd wear socks two days in a row instead of underwear two days in a row, if I had to. Yuck.

Well, you can wear socks only twice before washing ("standard", turn inside out), and underwear four times ("standard", turn inside out, reverse, turn outside back out but keep reversed), so I'd have to say socks.

Well, by similar logic, you could wear the socks on opposite feet, so that evens it out to four times. Or if you like, you could turn the socks so that the soles face up.

No, it's neither perverted nor a joke. I was just curious what people would do in the unlikely event that they had to choose between clean socks and clean underwear. I should have specified that by non-clean underwear or socks, I just meant that they had been worn for a day and that nothing unusually gross had happened to them. In that case, I think I would go with clean socks, because socks get sweaty, and they smell by the end of the day, whereas nothing much happens to your underwear if you're careful (at least if you wear boxer shorts--I can't speak for the brief-wearing crowd).

If you got in an accident you'd definitely want the clean underwear.
