Escalating/non escalating benefits are mentioned in Gillam' s RR and ELF paper, but I can not find the definitions. Anyone care to explain? Thanks.

Never done primary WC, but I imagine that the escalation refers to an increase in indemnity compensation for claimants. Someone who becomes disabled will recieve unlimited medical, which is automatically scaled for increase in medical costs. Certain states allow for an increase in wage/indemnity benefits for claimants, i.e., to account for COL inflation.
