A few people turned in blank ballots as 'protests' for the lack of policing steroids. Not even Ruth got every vote.

Well, 400 HR and 3000 hits are nearly guarantees to be elected, they don't necessarily make EVERY voter vote for someone the first time out.
I don't know why these voters have such a self-enforced rule about not voting in first-balloters. There's no valid rationale for it.
