All you need to do is create an account on the CAS Website to sign up for MAS I.

You can submit your SOA transcript to the CAS office at ARC@casact.arg, along with a simple form http://www.casact.org/admissions/Exam%20Status%20Changes.pdf  but you do not need to do this before signing up for MAS I.
